Can I send V55/5 before I have the IVA certificate?

Short answer

No, not if approval is required. GOV.UK says you need proof of approval to register and tax the vehicle.

Official position

GOV.UK says you need proof of vehicle approval to register and tax an imported vehicle. The IVA page says DVSA issues an individual approval certificate if the vehicle passes and that you will need this certificate when you register the vehicle.
