The rolling age test
Category (r) applies when a vehicle was built or first registered more than 40 years ago. This is a rolling date, not the separate annual Historic tax-class cutoff.
Substantial changes
Major changes during the previous 30 years can prevent exemption. The official guidance also lists changes that do not count, including some like-for-like and safety improvements.
The declaration
The generated V112 has category (r), your name and vehicle identifier pre-filled. You must review it and sign and date it yourself before using it to tax or register the vehicle.

Your declaration is your responsibility. If the modification history is unclear, get advice from an appropriate owners’ club, historic-vehicle specialist or DVLA before claiming exemption. Large vehicles and public service vehicles can follow different rules and may need V112G.

When does a vehicle become exempt from MOT testing?
For V112 category (r), a vehicle other than a public service vehicle must have been built or first registered more than 40 years ago and must not have been substantially changed during the last 30 years.
Does an MOT-exempt vehicle still need to be taxed?
Yes. You must still tax the vehicle even when it is in the Historic vehicle tax class and the amount due is £0.
Can a modified classic vehicle be MOT-exempt?
It depends on whether the work counts as a substantial change under the official criteria and when it was completed. If you cannot confirm that the vehicle has not been substantially changed, government guidance says not to claim the exemption.
Does MOT exemption mean the vehicle does not need to be roadworthy?
No. The keeper remains responsible for keeping the vehicle roadworthy, and can choose to obtain a voluntary MOT.
