Can a dating certificate replace a foreign registration document?

Reviewed 2026-07-10

Short answer

It can help prove age, but it does not replace every function of the foreign registration document.

Official position

GOV.UK says that if you do not have the original foreign registration certificate, DVLA might accept other proof of the manufacture date, for example a letter from the manufacturer or a vehicle enthusiast club. That wording is about manufacture-date evidence, not a blanket replacement for ownership, import status or vehicle identity proof.

What to do

1

Use a dating certificate to support the manufacture date when original foreign papers are missing.

2

Still gather NOVA/HMRC evidence, ownership chain, VIN or chassis evidence and any approval/MOT evidence.

3

Prefer manufacturer evidence where available; otherwise use a recognised club or marque expert.

4

Explain in a covering letter why the original foreign document is unavailable.

Common mistakes

  • Assuming a dating certificate proves ownership.
  • Assuming a dating certificate proves NOVA or import status.
  • Using an informal club letter that does not clearly identify the vehicle by VIN or chassis number.
