GOV.UK says permanent imported vehicles need HMRC/NOVA processed, any VAT and duty paid, proof of vehicle approval, and original imported-vehicle supporting documents. HMRC may need customs/MRN evidence, invoice or valuation evidence, and official VIN evidence.
