Can I drive on foreign plates while waiting for DVLA?

Short answer
Do not rely on foreign plates if you are a UK resident permanently importing the vehicle.
Official position
GOV.UK temporary import rules are mainly for visitors who do not normally live in the UK. Permanent imports must go through HMRC, approval, DVLA registration, tax and insurance before normal UK road use.
